From a woman's perspective, go the simple route.

Nothing flashy (except maybe the ring) or public.

While you both are in a relaxed environment, maybe while taking a long walk or while spending the day at home together, just tell her why you love her.

Maybe share your first memories you have of her.

Tell her why you want to spend the rest of your life with her. All of this, of course, leading up to the proposal. This way she'll be in a loving mood when you ask her to marry you.
